When Accessing Student Record
Personal Information via the CSU Chico Web
The CSU Chico Student Personal
Information system provides students with the ability to view student
record information which is considered both "unrestricted" and "restricted".
The system provides CSU Chico students with easy and timely access to
their personal student record information in order for them to check their
enrollment, addresses, account, and other important information, and to
identify record problems and correct them in a timely manner.
The Student Personal Information
system is designed to guard your student record against unauthorized access
and to comply with Family Educational Rights and Privacy Act of 1974 and
state and California State University, Chico privacy regulations which
define what is releasable information in a student record and provide
procedures for students to limit access to that information. Generally,
access to your student records is granted on a "need to know" basis related
to a "legitimate educational interest" need.
It is important for you to
understand the Student Personal Information at CSU Chico and your rights
under the Privacy Act. The following information is provided to help you
understand important issues related to the system and to how CSU Chico
intends to insure the privacy of your records.
Student Personal Information
at CSU Chico
Student Personal Information via the CSU Chico Web provides a means for
students to view important information in their student records. Generally,
the hours of operation will be from 7 AM to 7 PM, Monday through Sunday,
and may open earlier or close later on any given day.
Who may access Student
Personal Information? How does record security work?
Security of restricted student personal data is of great concern for the
University. Access to Student Personal Information is intended for any
CSU Chico student enrolled fall 1993 or after.
Security is based on the student's knowledge of his or her own Student
Identification Number (e.g., usually the student's SSN) AND a Personal
Identification Number (PIN) which only the student knows. After viewing
a screen which displays your personal student record information, you
will have to re-enter your Student Identification Number and your PIN
to access another screen. We realize that this procedure is time-consuming,
but it does provide protection against unwanted access to your records.
Remember, log off the system when you are finished viewing your student
record information; if you do not, the system will log off automatically
after three (3) minutes.
Changing a Student's Personal
Identification Number (PIN)
A student may change a PIN at any time, but only by submitting a request
to change it in writing to the Student Records and Registration Office.
The Family Educational
Rights and Privacy Act (FERPA)
The federal Family Educational Rights and Privacy Act (FERPA) regulations
provide a list of the types of information that can be designated as directory
information (ref: Section 99.3). FERPA divides the information in a student's
record into two categories: (1) "directory" information which is releasable
to the public without a student's written consent, and (2) the more restricted
"non-directory" information which is releasable to the public only with
a student's written consent. The list of information in FERPA which is
designated as "directory information" is not absolute and may include
such student information as the student's name, address, telephone number,
date and place of birth, major fields of study, participation in officially
recognized activities and sports, weight and height of athletic team members,
photograph, dates of attendance, degrees and awards received, most recent
educational institution attended, and other similar information as defined
by the University which would not generally be considered harmful to the
student, or an invasion of privacy if disclosed. The University can designate
information it considers appropriate as directory information; however,
personal identifiers such as social security numbers and student identification
numbers cannot be designated as directory information. If you have questions

Student Rights under FERPA
The federal Family Educational Rights and Privacy Act (FERPA) affords
students the following rights with respect to their educational records:
(1) The right to inspect and
review the student's education records.
(2) The right to request the
amendment of the student's education records to ensure that they are not
inaccurate, misleading, or otherwise in violation of the student's privacy
or other rights.
(3) The right to consent to
disclosures of personally identifiable information contained in the student's
education records, except to the extent that FERPA authorizes disclosure
without consent.
(4) The right to file with
the U.S. Department of Education a complaint concerning alleged failures
by State University to comply with the requirements of FERPA.
(5) The right to obtain a copy
of the State University's student records policy. You can obtain a copy
of the policy from the Student Records and Registration Office.
